Can you make a Ford key if I've lost all of them?

Usually, yes. With no key to copy, the key is cut and coded to the vehicle itself, which is a longer job than cutting a spare but does not need a tow to the dealer. We need to see proof the vehicle is yours and photo ID before anything is cut — that requirement is not negotiable, and it is the same rule that stops someone else asking for a key to your car.

Do you come to me, or do I bring the Ford to you?
